On April 16, 2025, the Center for Tax and Budget Accountability (CTBA) held its annual fiscal policy symposium at Roosevelt University. The symposium’s theme, “40% and Failing: Reinvesting in Illinois Higher Education,” is a reference to new research from CTBA citing the inflation-adjusted fall in state spending between FY 2000 and the end of this year and the why trend must be reversed in the interest of economic opportunity for students, communities, and the state. A distinguished panel of experts discussed proposed legislation advancing a funding formula that considers what each university needs to meet its unique mission and serve its unique student population.
The panelists included: Lisa Castillo-Richmond, Executive Director, Partnership for College Completion; Representative Lisa Hernandez (D-02), Deputy Majority Leader; and, Ginger Ostro, Executive Director, Illinois Board of Higher Education.
