Transit Enacted

By concurring with the Governor's Amendatory Veto to HB656, the legislature enacted comprehensive law on transit funding and accountability for the Northeast region as well as downstate communities.

The Governor's only change to the transit legislation has been the inclusion of free transit rides to seniors, the details of which have yet to be worked out. The cost has been estimated at $15 - 30 million, though no projection has been released on the impact.
 
If no other legislative changes are issued to the program, it will be launched in approximately two months, allowing transit agencies to update enrollment processes and establish administrative rules.
 
A trailer bill, SB1409 House Amendment 1, sought to tailor the Governor's program to target only low income seniors and individuals with disabilities.  The bill passed the House 86-22 and has yet to be taken up by the Senate.

CTBA's Annual Fiscal Symposium is January 29th
What States Across the Country are Doing
to Address Severe Fiscal Problems


Like Illinois, many states are struggling with slow revenue growth on the one hand, and rising cost pressures on the other, especially with respect to rising public healthcare costs, pension funding and infrastructure. This symposium will highlight Illinois' chronic annual budget shortfalls, and what is, or is not, being done to address this issue, as well as what other states are doing to address similar fiscal problems.


The Center for Tax and Budget Accountability and the Paul Simon Public Policy Institute cordially invite you to join us for a symposium where we will explore the critical nature of these decisions and their impact on the long-term fiscal health of states across the nation.
 

The moderator for the event will be Laura S. Washington, a contributing columnist for the Chicago Sun-Times, and a regular commentator on National Public Radio and Chicago Public Radio. Speakers for the event include:
