and address the medical malpractice problem. The legislature
set a new record this year for being in session without approving a
permanent budget for the new fiscal year. Fiscal Year 2005
began on July 1. On Saturday, July 24, the legislature and
Governor agreed to a budget, but malpractice reform was not part of
the agreement.
